ABOUT THE
PROGRAMME
The Best4Business programme is jointly owned and funded by Cheshire East and Cheshire West and Chester councils. The purpose of the programme is to develop, build and implement a new system, that will administer all Human Resources (HR) and Finance functions, replacing the outdated Oracle system by November 2021.
The new, Unit4 Enterprise Resource Planning (Unit 4 ERP) system, previously known as Business World, will be delivered in two phases. The first phase will include finance, payments and income and core elements of HR, followed by the launch of the full HR and payroll solution in phase two.

Programme aims:

to deliver a fully integrated, efficient and improved Finance and HR solution to replace the existing Oracle system, first implemented by the County Council in 2002

to undergo a major review of business processes to ensure that the councils’ internal operations are as efficient and effective as possible and deliver value for money for residents

to ensure managers and staff are responsible for delivering a range of processes and activities independently, using self-serve functionality that is both intuitive and supportive.

Simple
The new solution will be simple, easy to use, intuitive and unobtrusive.

Standard
Both councils will actively adopt standard best practice processes and solutions and will not customise those processes without good reason.

Shared
Common processes and working practices will be shared across the two councils and our partner organisations.

Self-service
Processes based on intelligent use of self-service will be rolled out, delivering ways of working which are modern and efficient.
